Considering Ethan and Sally (Supreme and Suprema respectively) can lift universes, and Nolan stalemated the former, you could argue he might be universal, but since he lacks consistent feats for that level, Low 5-B is a reasonable level for him.
Then again, I don't think people even read the Supreme series, let alone the lesser known Dynamo 5 and Noble Causes comics series. Even if he does, I strongly doubt he has notable feats in them that reinforce solid scaling.
Nolan also appears in Mortal Kombat 1, which has arguably some of the most dubious scaling ever. Literal gods capable of creating black holes with a snap can be hurt by Earthly weapons like tasers and the like. DC and MK have the weirdest and shittiest scaling on the planet, not because it's overpowered but nothing really fits.
Anywho, Nolan killed Titans, which outscale Gods, which are high universal level+. Again, MK has dubious scaling at best, considering just about anybody can hurt them, so... Make of that if you will.
TL;DR: Based on scaling and feats? Small planet level is a reasonable tier to put The Great Nolan.
Now admittedly, what we saw in the comics and the show was technically a 3v1, but it was sort of like one by one in separate engagements, so I wanna ask in a full, straight-up 3v1 who wins. I personally think it's a draw, since Nolan literally used Mortal Kombat brutalities and all he got was a nosebleed, a few cuts, and a bad back, but he did this separately.
