Cecil Stedman is a major character in Invincible, debuting from Season 1 and onwards. He is the director of the Global Defense Agency.
Following the massacre of the Guardians of the Globe, he sought to identify the murderer but quickly realized it was actually Omni-Man. Since his departure from Earth, he began the creation of numerous advanced superhuman soldiers to get ready for the upcoming invasion.

Appearance[]
Physique[]
Cecil is a middle-aged (or elderly) man of lean build. While balding at the top, he sports shoulder-length silver hair, formerly a medium blond in his younger years. His most prominent feature is a long scar stretching over his left jaw, which he gained after exposure to a corrosive gas that peeled away his skin. After his body was reconstructed, he chose to keep the remaining piece of natural skin.

Cecil initially dons a black suit paired with a white shirt, a red tie, a brown belt featuring a silver buckle, and brown shoes with a pin of the U.S. flag attached to the left breast for a majority of the flashback, briefly donning an orange uniform during his imprisonment and a black jacket with a grey sweatshirt and Khaki pants when confronting the Order of the Fist.
Personality[]
Cecil projects an image of detachment and control, but beneath his exterior is a caring person. During his younger years, he displays a "Boy Scout" character, convinced that the world operated in "black and white," as he firmly declined to collaborate with criminals, even if it jeopardized his freedom. This mindset was permanently altered during his three-year imprisonment in a tumultuous facility for extremely dangerous supervillains and criminals, as he crossed various ethical boundaries to bring order to the prison environment. His growth and achievements while incarcerated led to a leadership role in the Global Defense Agency. As director, although he maintained his authentic compassion, he started to adopt a mindset of "the end justifies the means" and "the lesser of two evils." Extremely fixated on the greater good, he became ethically questionable, ready to carry out any measures he believed essential for the protection of the world. Having been taught by his previous boss Radcliffe the importance of not wasting talented individuals, he usually attempts to "fix" those with potential who have shown instability to be used for the "greater good".
This is seen with his rehabilitation and employment of D.A Sinclair and Darkwing II, both of whom were responsible for committing various atrocities due to their fragile mental states that hurt many people in the wake of their actions, this caused a major drift between Invincible and Cecil for most of Season 3. Cecil tried to explain to Mark how their rehabilitation was more beneficial than their imprisonment, as proven by Sinclair's ReAnimen playing a significant role in stopping Doc Seismic. Cecil's continued to prove his point by using Sinclair and Darkwing II to fight the Invincible variants during the Invincible war. Darkwing II sacrificed himself by taking Nogogglesible to the Shadow verse, and remaining trapped there with him.
As mentioned previously, Cecil is ready to go through any lengths if it means the Earth is safe even if meant a betrayal of trust and with Invincible, he directly calls him out on his ego and arrogance which is proven by Invincible's rant which threatened Cecil's wellbeing (though in Mark's defense his intimidation was more on the grounds to be taken "seriously" ), Cecil decided to immobilize him through the use of ReAnimen and the kill switch, causing Invincible much pain and ultimately leading to Rex Splode, Monster Girl, Bulletproof, Robot and Shrinking Rae to defect from the Guardians of the Globe after seeing what Cecil was ready to do, to assure their loyalty and keeping them in check.
He also went ahead and imprisoned Conquest in hopes of interrogating him once he regained consciousness. However, this may be way too extreme as yes, Cecil is very well prepared with the upcoming Invincible variant reAnimen who should be enough to temporarily halt Conquest if he breaks out his confinements and the Kill Switch being turned into more weapons but, it also further fractures his and Invincible's thin line of trust that was recently regained at the end of the third season after Invincible began forgiving Cecil and saw the good his ideals ultimately have done.
He is also partially responsible for challenging Invincible's ideals along with his father and younger brother, Oliver about not killing his enemies and to see the good in people, even if they are the worst person to ever live and instead see the good they could do with their abilities as they live in a world where a threat could arise at any given moment and they can't let valuable technology and highly skilled people to be brushed off, this is one of the reasons why he also chose to spare his father despite being hinted at lying about his motives as Cecil didn't care for as long as he protected the Earth but still prepared counter measures that went somewhat useful in halting Nolan's rampage. Currently, it's not known how much Mark is readily accepting of Cecil's methods but at the same time is now dead set on eliminating irredeemable threats and not holding back if it ensures the safety of his friends and family.

- Leadership: He's a competent leader. Over the years, he has grown in stature to the point of personally commanding the entire Global Defense Agency. Although he generally works in the shadows, Cecil is a gifted orator and possesses a charisma that few men possess.
- Military training: As a former field agent for the Global Defense Agency, Cecil has received extensive training in unarmed combat, firearms and all stealth and espionage techniques.

- Cecil's Kill Switch: This is a sonic vibration frequency device held by Cecil Stedman. It has the ability to bring a endless pain when embedded on the Viltrumites' head, potentially killing them slowly.

Trivia[]
- Cecil Stedman is based on Amanda Waller and Nick Fury.
- Ironically enough, the actor, Walton Goggins was in the Marvel 2018 film, Ant-Man and the Wasp and appeared as a guest character in What If.
- Cecil is also similar to White Knight (who was voiced by J.K Simmons) from Generator Rex.
- White Knight, was an agent who then eventually became the director, part of an operation called Providence, a government organization to capture, cure, and/or destroy mutated creatures. He was close friends with Six, an expertise agent and ninja who wears shades similar to Donald.
- At times in the show, Knight, like Cecil, does not trust the main protagonist Rex, because of his connections to the Mutants and at one point tried to get rid of him, always believing the world is more black and white.
- Similarly, Cecil’s name was mistakenly heard as “Sea Salt,” which turned into a meme on the internet. This originated from the Season 3 finale, where Mark screams for Cecil to call for help, but it was misheard as “Sea Salt!”
