The Hammer is the Global Defense Agency's giant space laser satellite used to neutralize or even destroy the machine's target.
History[]
Director Cecil Stedman was the one who commissioned the development of this project. For its purpose, to be a satellite but underneath's its surface to be a large laser. According to Cecil, the amount of money for the hammer was around over a four hundred billion dollars.

Bringing the Hammer Down.
When Omni-Man went south, Cecil ordered to "bring the hammer down", the Hammer charged a blue light and found Omni-Man to blast him, it did cause this large dust cloud around the rural parts of Chicago. Making Nolan bleed, as the Hammer fires again, Nolan endures the attack and in a full blitz attack, decimates and destroys the Hammer.
