The Order is an international secret society and organized crime network overseen by a council of supervillain crime bosses. They are one of the largest, most powerful and influential criminal organizations on Earth, ruling the local underworlds of many nations, including the United States and China.

At an unknown period of time, the Order was formed by members of the most dangerous supervillain crime bosses on Earth.
Mister Liu's Reign[]
At a certain time in their past, Mister Liu took charge of the Order and led it effectively for numerous years, standing against attempts by some members, such as Machine Head, to dethrone him. Upon discovering that Titan had supplanted Machine Head, he reached out to the new crime leader of Chicago and issued firm orders to liberate Multi-Paul from his imprisonment at Payton Penitentiary. Understanding that Titan would never acknowledge his role in the Order, Mister Liu schemed to eliminate him permanently, ultimately resulting in his dismissal as the head of the Order. A fled escaped Machine Head collaborated with Titan to remove Liu from his role in exchange for Machine Head seizing control of the organization, a scheme that was successful.
Machine Head's Reign[]
Upon taking charge of the Order, Machine Head fulfilled his commitment to Titan by permitting him to govern Chicago autonomously while he oversaw the Order.
