The Viltrumite Council is the main legislative body of the Viltrum Empire.
History
Background
The history of the Council's formation is unknown, though since the reign of Argall, the Council has assisted the Empire's movements.
Under the Grand Regent
After Argall's demise at the hands of the Great Betrayer, Thaedus, a worldwide civil war known infamously as the Great Purge commenced, which wiped out half of the Viltrumite race but left the remaining Viltrumites as the embodiment of strength and might in the galaxy. From the survivors of the Purge, one warrior caught the interest of the Council; his name was Thragg, who became the strongest of the Viltrumites and was chosen by the Council to become the "Grand Regent" for the purpose of avenging Lord Argall's death by killing the Great Betrayer and locating the long-lost heir of Argall.
During Thragg's reign, the Council unanimously agreed to galvanize worlds through expansion. While the expansion was working flawlessly, the Council believed their forces were stretched thin, and the idea was made to have trustee officers like Nolan weaken planets from within to prepare them for takeover. When Nolan failed to conquer and abandoned Earth, the Council sent Lucan, Vidor, and Thula, a survivor of the Great Purge, to find him. Eventually, he was discovered on Thraxa and captured by General Kregg. It was stated by the Council that Nolan must heal before his execution. Nonetheless, Nolan revealed that there are at least fewer than 50 Viltrumites left in the universe, though the number of council members that are left is unknown.
